Mexico launches committee to implement US migration deal

Trump announced that the US and Mexico had reached a deal in a tweet on Friday, where he said that the threatened tariffs ⁠- which would have gone into effect on Monday ⁠- have been suspended.

It was not clear what specific measures the Mexican government would have to take.

The Trump administration threatened Mexico with one of its favorite tools of foreign politics, the trade tariff, to force additional concessions from America's southern neighbor over border security.

The president refused to share details of what was on that piece of paper.

In 2018, French exports of wine and spirits to the United States grew 4.6 percent to $3.6 billion (3.2 billion euros), according to industry data, making the United States the most valuable market for French exports.

According to the joint declaration issued by the State Department, Mexico will take "unprecedented steps to increase enforcement to curb irregular migration, to include the deployment of its National Guard throughout Mexico, giving priority to its southern border".

Ebrard said Mexico would begin deploying its National Guard to the southern border on Wednesday.

A senior administration official said over the weekend that Mexico had expressed openness to the idea during negotiations, and that it was something the countries would continue to discuss over the coming months.

And on Sunday, acting Homeland Security Secretary Kevin McAleenan pushed back and insisted "all of it is new", including the agreement to dispatch 6,000 troops-a move Mexico has described as an "acceleration". To meet its commitments to Washington, Mexican migration facilities in the south need to be revamped, he said.

If this plan fails, the foreign minister said, Mexico will be designated a "safe third country", meaning that asylum seekers crossing through Mexican territory will need to apply for refuge there, rather than in the US.

Discussions would take place with Brazil, Panama and Guatemala - the countries now used by migrants as transit points - to see if they could share the burden of processing asylum claims.

"That's the agreement that everybody says I don't have", Trump told reporters outside the White House as he prepared to leave for a campaign trip to Iowa. He didn't elaborate, only stating that the details would be revealed at a later date.

Washington and Brussels are preparing to begin negotiations on a trade deal to resolve a dispute Trump began past year by putting tariffs on steel and aluminum, but European Union officials have repeatedly said they would not discuss agriculture.

"We do not anticipate a problem with the vote but, if for any reason the approval is not forthcoming, tariffs will be reinstated", he added, without elaborating.

Trump added he was confident in Mexico's willingness to deliver on what was promised and hinted that there was more in the deal than the public was informed about on Friday. "It goes into effect at my option".

The document contained references to a regional asylum plan, which appear to involve several Latin American countries - Brazil, Panama and Guatemala - processing migrants' asylum claims in order to stave off U.S. tariffs.
