Pompeo dismisses NKorea’s rejection of him as United States negotiator

North Korea's leader Kim Jong Un and U.S. President Donald Trump talk in the garden of the Metropole hotel during the second North Korea-U.S. summit in Hanoi, Vietnam, Feb. 28, 2019. Those talks ended without an agreement.

The Blue House believes that South Korea is "the architect" of the diplomatic process, a source said, and it is trying to reignite the momentum of dialogue toward another North Korea-South Korea summit which would could then lead to a third U.S. In essence it is a creative way to irritate North Korea's detractors as if it tested the prohibited weapons without actually doing so.

US Defence Secretary Patrick Shanahan played down fears of North Korea's renewed missile testing, telling reporters the weapon was "not a ballistic missile" at the Pentagon.

KCNA said that Kwon, who heads USA affairs, said the Vietnam meeting showed that talks could go wrong when Pompeo takes part.

It was a response to Pompeo's remarks earlier this week in which he dismissed Kim's warning in a speech on Friday that set an end-of-year deadline for the United States to adopt a mutually acceptable approach to talks or risk reviving tensions. The U.S. State Department has said Washington had nothing to do with it.

"Therefore, even in the case of possible resumption of the dialogue with the U.S., I wish our dialogue counterpart would be not Pompeo but [another] person who is more careful and mature in communicating with us".

USA special envoy for North Korea Stephen Biegun was also in Moscow, the State Department said.

Kwon did not explain more about why North Korea was being forced to develop nuclear weapons.

Japan has advocated a tough approach to the North in contrast to South Korea, which has pushed for a step-by-step approach that would lift some global sanctions as incentives.

In his most recent comments, Mr Kim urged Mr Trump to pursue a deal that was "mutually acceptable" but also spoke of his excellent ties with the U.S. leader.

Kwon, whom KCNA said was responding to a question from one of its journalists, said leader Kim had made clear that the United States attitude has to change.

A US official said that, according initial information, USA forces did not detect a missile launch from North Korea. The meeting will be the first of its kind between the two leaders. At the same time, he criticized Pompeo for telling untrue stories to get attention.

"Make no mistake about it: North Korea remains a clear and present danger to the safety and security of the American people", said Senator Cory Gardner (R-Colo.) in a statement Wednesday night. Last week, Pompeo agreed to the naming of Kim as a "tyrant" at a US congressional hearing. Therefore, it is likely that this is not just a "surface-to-surface", "air-to-air" or "ship-to-surface" cruise missile, but a short-range missile that may have modifications of "surface-to-air", "air-to-ship", "anti-ship", etc.

The Pentagon said the test didn't involve a ballistic missile and posed no threat to the United States or its allies in the Pacific.

"Kim Jong Un chose to strengthen its bargaining power and at the same time boost its military spirits by giving spotlight to its powerful leader", Moon said. They are long-range missiles that could reach the U.S.

It is known North Korea is engaging in new activity at its long-range missile manufacturing center.
