Trump to seek another 8.6 billion US dollars for border wall

The president's plan, according to the reports, is to pull $5 billion from the Department of Homeland Security budget and another $3.6 billion from the Pentagon's military construction budget. The Democratic-led House already did so, and Trump's Republican allies in the Senate, uneasy over his move, are expected to follow suit. The 2020 budget request, which is set to be formally unveiled Monday, would far exceed the $5.7 billion Trump demanded past year.

White House economic adviser Larry Kudlow said Trump's budget "points a steady glide path" toward lower spending and borrowing as a share of the nation's economy.

"We have a crisis down there", he said.

"I think it's a good prescription", he said on "Fox News Sunday".

Mick Mulvaney, Trump's budget director and acting chief of staff, has previously slammed the OCO as a "slush fund". Chuck Schumer (D-NY) issued late Sunday evening. They said lawmakers were prepared to block his demand this time as well.

"The same thing will repeat itself if he tries this again", they warned. "We hope he learned his lesson", said the two top Democrats in Congress. It takes aim to eliminate or reduce ineffective programs and "reduces spending by $2.7 trillion over 10 years". The national debt is $22 trillion.

The request, which is to be formally unveiled on Monday, would far exceed the US$5.7 billion Mr Trump demanded a year ago, which led to an impasse that resulted in a 35-day partial shutdown of the U.S. government, the longest ever.

The White House's fiscal year 2020 budget proposes a five percent increase in defense, taking military spending up to $750 billion, up from $716 in the current fiscal year.

Trump's proposal is based on a 2017 plan by Customs and Border Protection to build or replace 722 miles of wall along the border - which is estimated to cost about $18 billion. Numerous lawsuits are also challenging Trump's emergency declaration.

The plan faces certain rejection by Democrats now in control of the U.S. House and will kick off a new political battle over spending priorities.

The White House included a similar concept in the previous year's budget proposal, but rejected a similar scheme in MA, arguing it was illegal for the state to accept rebate payments from drugmakers without covering all available treatments. Without an increase in the limit, the US government would risk a default, which would shock the world economy.

Trump wants $8.6 billion in new funding, beyond the $6.7 billion he's yanking out from other programs with his "emergency".

The administration sought to highlight three top-line aspects of the budget in a release Monday: moving economic prosperity forward, responsibility, and investment in America.

Presidential budgets are routinely rejected by Congress, which ultimately crafts a package that wins bipartisan support.

The border wall remains a signature issue for the president and is poised to stay at the forefront of his agenda, even though Congress has resisted giving him more money for it. "I think it's exactly the right prescription", he said. Despite media messaging that permeates even many other conservative outlets, actual cuts - i.e. literally spending less year over year - are rare.

The budget calls for new work requirements for federally funded welfare programs, including Medicaid.

The budget document includes economic projections for the next decade, and the administration forecasts continued strong expansion.

But if budget talks bog down later this year amid a fight over border wall funding, it could force lawmakers to rethink this timeline and their entire approach.

The budget would call for severe reductions at a number of federal agencies.
