Congressional Talks Over Border Hit Snag, Raising Chance of New Shutdown

Following the longest partial government in US history, which lasted a total of 35 days, a special bipartisan committee of 14 lawmakers from both the House and the Senate was formed to reach a deal on border security. He added the "most likely outcome" is that Congress will reach a border security agreement Trump will sign.

Mulvaney spoke as Congressional negotiators continue talks on a security plan that includes some sort of barrier, whether wall, fence or other, on the border, hoping to complete a deal.

Since Nov. 7, according to private schedules a White House source provided to Axios covering almost every weekday for three months, the vast majority of the President's schedule was designated as "executive time". Democrats have proposed a 16,500 cap on beds to be used for interior enforcement, with the rest to be used for those captured at the border, according to people familiar with the talks.

In appearances on NBC's Meet the Press and Fox News Sunday, acting White House chief of staff Mick Mulvaney said "you absolutely cannot" eliminate the possibility of another shutdown on Friday if a deal is not reached over the wall. Democrats want to limit the number of beds to force the Trump administration to prioritize arresting and deporting serious criminals, not law-abiding immigrants. But Mulvaney also said that Trump was willing to explore funding alternatives.

As US border security talks apparently reach another stalemate with a new government shutdown looming on the horizon, President Donald Trump has blamed Democrats for the development by saying they need a distraction. "We're still participating, we're still listening, we're still talking, but we're not leading the negotiations".

A Democratic congressional aide tells NPR talks have broken down over how many detention beds for Immigration and Customs Enforcement will be funded through the agreement. While the two sides are now said to be close to a dollar amount for border barriers, Democrats are making a higher level of funding for barriers contingent on the new cap for beds - something Republicans are resisting.

"They are offering very little money for the desperately needed Border Wall & now, out of the blue, want a cap on convicted violent felons to be held in detention!", he tweeted. "But I don't think anybody has an appetite for a government shutdown and I think everybody wants to make sure our borders are secure".

Democrats say they proposed their cap to force ICE to concentrate its internal enforcement efforts on risky immigrants, not those who lack legal authority to be in the country but are productive and otherwise pose no threat.

The president's supporters have suggested there are executive powers that Trump could use to divert money from the federal budget for wall construction, though it was unclear if they would face challenges in Congress or the courts.
