But like everyone else, military chiefs in South Korea were caught off-guard by Trump's unilateral declaration of an end to joint exercises, which is likely to embolden conservatives calling for Seoul to develop nuclear weapons of its own.

It added that North Korea and the United States should take legal, institutional steps to guarantee it.

Trump was also asked about whether North Korea's human rights record came up at the summit, and he told ABC News that the issue was discussed "briefly" and then "at length".

Tokyo also, however, cautioned that despite Pyongyang's pledge for denuclearisation no concrete steps had been taken and that Japan would not let down its guard.

Mr. Cronin suggested Mr. Trump had not made a major concession.

After the day of meetings, Trump said that the two had a "special bond" and that Kim was a "very talented man".

Pyongyang in return "commits to work toward complete denuclearisation of the Korean peninsula", the document says.
