Judge charges ex-Catalan police chief with sedition

Catalan separatist leader Carles Puigdemont can be released on bail pending a decision on his extradition to Spain, a German court announced Thursday.

The state court in Schleswig said the 55-year-old ex-president of Spain's Catalonia region could leave a prison in northern Germany with a €75,000 ($92,000) payment.

But he must remain in Germany while extradition proceedings continue and report to police once a week.

A Spanish government spokeswoman said earlier that Spain respects the German court's decision.

The closest offence in German law is high treason - however the accused person's actions would have to include a violent element for the charge to be applicable.

He has been in self-imposed exile from Spain since late previous year - and was arrested on foot of a European Arrest Warrant by German authorities at the Danish border last month. The court will therefore consider his extradition on the basis of the lesser charge of misuse of public funds.

"There is a risk of flight", the court said in its explanation of its decision to grant bail. "But since extradition on rebellion charges is impermissible, the risk of flight is substantially lessened".

Puigdemont was imprisoned in Neumünster after being arrested at his entry to Germany through the border with Denmark, following an order given by the court of that city to keep him in prison and avoid his escape.

The judge also slapped sedition charges on two other top officials with the regional police force, as well as an official with the Catalan interior ministry.

He then came under pressure when central authorities urged the regional police to stop the October 1 referendum banned by Spanish courts.

In an indictment Thursday, Spanish National Court Judge Carmen Lamela says former Mossos d'Esquadra chief Josep Lluis Trapero was part of an organized plan to seek Catalonia's secession from Spain.
