Trump gets recommendations on tariffs for steel imports

The objective of a Section 232 investigation is to determine the effect of imports on the national security of the United States, and the president stated that his administration is reviewing the final Department of Commerce reports submitted last month and considering all options.

The long-awaited unveiling of Commerce's "Section 232" national security reviews of the two industries contained global tariff options of at least 24 percent on all steel products from all countries, and at least 7.7 percent on all aluminum products from all countries.

Ross said each of the measures should enable USA steel producers to operate at 80-percent average capacity utilization rates or better based on available capacity in 2017.

U.S. Senate Democratic leader Chuck Schumer said he hoped the proposals "are the beginning of efforts by this administration to finally get tough on China". China, as the largest steel-producing country, is the largest source of excess steel capacity. Instead, he is recommending draconian tariffs and import restrictions that will increase costs and endanger American jobs. Such measures would encourage steel and aluminum producers to come back to the USA, he said.

The United States imports large amounts of steel and aluminum from China and other countries.

The US imported 34.5 million tonnes of steel in 2016, according to Commerce Department figures.

MEMA, which represents more than 1,000 vehicle suppliers across the country, stated in a letter to President Donald Trump that member companies operate in an "integrated global supply chain" and steel and aluminum products "must be excluded from any import adjustments to keep the industry running smoothly".

Ross was asked whether the 232 remedies could pose a risk to downstream workers, such as those in the automotive industry, if those plants moved out of the U.S. in reaction to the possible restrictions on aluminum and steel. Any exclusions granted could result in changed tariffs or quotas for the remaining products to maintain the overall effect. "Adopting any of these recommendations would create uncertainty of supply for all users, limit growth, and put aluminum products like cansheet at risk". America now imports 90 percent of its primary aluminum. "Infrastructure, which is necessary for our economic security, is a major use of aluminum".

Commerce noted that as of Thursday, the USA had two antidumping and countervailing duty orders in place on aluminum, both against China, and there are four ongoing investigations against China.

A 63-percent quota of those countries' 2017 imports is recommended in the steel report.

A tariff of 23.6% on all products from China, Hong Kong, Russia, Venezuela and Vietnam.

Each of the three proposals is meant to raise production of aluminum from the present 48% average capacity to 80%, a level that would provide the industry with long-term viability.
