House passes short-term spending bill, but legislation faces long odds in Senate

Democratic Leader Chuck Schumer, N.Y., suggested that the Senate pass a four- or five-day clean continuing resolution in order to continue debate on DACA, which would require getting a better sense of what the president wants out of a deal. That makes Republican efforts to brand their self-made crisis the "Schumer Shutdown" that much more pathetic.

Mulvaney spoke to reporters at the White House Friday as the prospect of a shutdown loomed.

"The government shutdown is a sign of just how broken the Republican Party is".

"I'm open to anything that actually gets us consensus on the CHIP program and a number of the other things that we're doing", he said, referring to the Children's Health Insurance Program. "Let's stay in. Let's get it done". But it's unclear whether there has been any change in the leaders' positions, or whether congressional Republicans will go along if they do strike a new deal.

A bitterly divided Congress hurtled toward a government shutdown this weekend in a partisan stare-down over demands by Democrats for a solution on politically fraught legislation to protect about 700,000 younger immigrants from being deported.

"Senator Schumer", he said in a news conference, "do not shut down the government". In addition to strong Democratic opposition, at least three Republican senators have said they will not back the resolution in its current form. Another 18% said both parties are equally culpable for a shutdown. "Well because there's certain, everyone just understands, that there's a certain percentage of the Republican Party that will never vote for the financing to raise the debt ceiling to allow the government to continue to operate".

In the Senate, Democrats have pledged to oppose the bill unless it includes protections for recipients of the Deferred Action for Childhood Arrivals program.

The immigration debate was sparked by Trump in September, when he reversed an Obama-era executive order that granted legal protections to the so-called Dreamers, those immigrants who came to the US illegally as children. "We're rebuilding our military".

The House voted Thursday night to keep the government open through mid-February, and now the matter moves to the Senate.

The sweetener is a six-year extension of CHIP, a popular children's health insurance programme which Democrats have worked hard to protect.

The president has been an erratic negotiator in recent days, throwing already-contentious talks into disarray.

"Thirty days of more chaos, forget it. we need to grow up and get this done", Graham said on MSNBC.

But Trump was incorrect to state a government shutdown would equate to "shutting down our military". It will take 60 votes to overcome delaying tactics of opponents, and an aide to GOP Senator Lindsey Graham of SC confirmed that the senator told reporters he won't vote for the stop-gap measure because it won't include an increase in defense spending.

"And they will see which Senators vote to shove aside veterans, military families, and vulnerable children - to hold the entire country hostage until we pass an immigration bill they have not even written yet". And a Fox News poll in 2013 found that 42 percent of Americans blamed Republicans for the shutdown, while 24 percent blamed Obama.

The shutdown would begin on the first anniversary of Trump's inauguration as president, and put hundreds of thousands of "non-essential" federal workers on temporary unpaid leave. That includes active-duty US troops, unless Congress passes separate legislation to make sure their paychecks go out.
