The White House had responded to Tillerson's remarks by insisting there had been no change in U.S. policy, triggering a new round of reports of a rift between Trump and his chief diplomat.

The spokesman, who was not authorized to be quoted by name and requested anonymity, said that given North Korea's most recent missile test, now was not the time for talks.

Singling out China, Pyongyang's sole ally, and Russia, Tillerson urged Beijing and Moscow to go beyond the current tough United Nations sanctions resolutions and impose unilateral measures.

China's deputy United Nations ambassador, Wu Haitao, called for early resumption of dialogue.

The companies, which have already been sanctioned by the United States, deal in finance, coal and minerals, transport - including shipping - and the sending of North Korean workers overseas. "We do not regard this claim as an empty threat". If the next move fails, countries in this region that North Korea deems to be enemies would be at grave risk.

He said "our hope remains that diplomacy will produce a resolution".

The secretary-general reiterated that since the beginning of the year North Korea carried out 20 ballistic missile launches and one nuclear test.

"It is time to immediately re-establish and strengthen communication channels, including inter-Korean and military-to-military channels", Guterres said. He urged an immediate re-establishment and strengthening of government and military communications.
