Moon says USA will not take military option against N

But Mattis, in a joint op-ed with State Secretary Rex Tillerson in the Wall Street Journal, pledged to seek peaceful settlement of the North Korean nuclear and missile crisis as South Korean President Moon Jae-in, in his Liberation Day national address on Tuesday, vowed to prevent a military confrontation and warned against any U.S military move without its consent.

Yesterday he inspected the military's plans for an "enveloping fire" near the US Pacific territory but said that he would wait to see whether America took a tangible step "in order to defuse the tensions and prevent the unsafe military conflict on the Korean..."

Analysts believe North Korea has produced a miniaturized nuclear warhead that can fit onto a missile with the capability of striking the United States mainland. This changing attitude could be first observed following North Korea's nuclear test on Jan 1 past year, when China endorsed United Nations Security Council Resolution 2270, the harshest sanctions imposed on the North at that time.

North Korea's weapons programmes threaten the entire worldwide community, including China, chairman of the US Joint Chiefs of Staff Joseph Dunford told a senior Chinese officer on Tuesday, according to a US military statement released by the US Embassy in China today.

A war of words erupted between the USA and North Korea last week after President Donald Trump threatened "fire and fury" against the reclusive regime.

The North, in turn, threatened to fire missiles toward Guam, and Trump subsequently said that a US military response was "locked and loaded" - meaning ready to be put in place at any time. "Official military talks with the U.S. will be a deterrence to North Korea".

Chinese food exports to North Korea - both staples and snacks - have increased massively over the past year, hinting at the isolated regime's growing reliance on its only ally.

She dismissed a so-called "double freeze" proposal, which would see the USA and South Korea suspend joint military drills in exchange for North Korea halting nuclear and missile tests.

On Tuesday, North Korea said it had completed plans to test ballistic missiles near the US Pacific territory of Guam, but would wait to see what the US does first. "He conveyed America's readiness to use the full range of military capabilities to defend our allies and the USA homeland", Capt. Darryn James said in a statement.

This is largely at odds with the harsh measures favoured by the United States to cripple North Korea's nuclear ambitions.

"We continue to be interested in trying to find a way to get to dialogue but that's up to him", Tillerson told reporters at the State Department.

In response, the DPRK warned of the launch of intermediate-range ballistic missiles targeting the waters off the USA island of Guam in the Pacific.

Last week, China expressed its "strong dissatisfaction" with the USA over the Navy's latest freedom of navigation operation in which a warship sailed past one of China's man-made islands.

In recent months, China has joined with Russian Federation in calling for the USA to suspend the annual military drills, which enrage North Korean officials every year. They also strongly condemned Pyongyang's remarks regarding firing missiles towards Guam, urging North Korea to refrain from making further provocations.
