Interior head suggests reducing Bears Ears National Monument

Interior Secretary Ryan Zinke says some areas of Utah's Bears Ears National Monument do not warrant their current protections and should be removed from the monument.

In his recommendation, Zinke notes that parts of the expansive 1.3 million acre area could be used for mining, fishing, grazing, logging and hunting, the Guardian reported.

Trump signed an executive order in April directing Zinke to review the designation of dozens of national monuments on federal lands, calling the protection efforts "a massive federal land grab" by previous administrations.

Trump and other Republicans have singled out former President Barack Obama's designation of Bears Ears, calling it an unnecessary layer of federal control that hurts local economies. Some conservation groups call it the first step in stripping federal protections for the monument in Utah and possibly for other monuments under review. He would only say that the Bears Ears formation itself and areas where high densities of dwellings, artifacts, petroglyphs, cultural and archeological sites would be protected, as well as the area north of Newspaper Rock.

In an interim report Zinke gave to the White House on Saturday, he proposes Trump ask Congress to give tribal officials authority to co-manage "designated cultural resources" in the area and "make more appropriate conservation designations" within an area that President Barack Obama formally protected in southeastern Utah late past year. "I'm prepared to support whatever recommendation Secretary Zinke offers to the President at the conclusion of a thoughtful and inclusive review process". "I don't know what that word happy is". Zinke will submit recommendations for the other national monuments in question and a final recommendation for Bears Ears on August 24.

"The recommendations were not made in a bubble in Washington, D.C.", Zinke told reporters.

It's unclear how much detail in this interim report will be provided in the briefing and if that report includes a specific recommendation or a list of options for Trump to consider. The preliminary report is the first step of a larger review of more than two dozen national monuments that protect USA public lands, mostly in the West.

"Bears Ears is not for sale".

On May 25, Senator Hatch-along with Utah's congressional delegation-wrote a letter to Secretary Zinke, urging the full recession of Bears Ears.

"Secretary Zinke's recommendation demonstrates the administration's willingness to play political games with our public lands", commented Frazier Haney, Conservation Director, MDLT. That's also for weighing in on 26 other national monuments that Zinke is reviewing and on possible changes to the Antiquities Act, the law that allows presidents to create national monuments without input from Congress.

But conservative groups like the Heritage Foundation and The Sutherland Institute argue Trump has the authority to reduce national monuments, a practice that has occurred several times.
